composed of hand-deposited stone, (about 160-220 lbs.), which can be brought in junks and sarried on to the mound by soolies, the depositing of it being proseeded with just ahead of the setting of the pitsking blocks. By limiting the half-ton rubble as shown, it is improbable that any damage caused by a storm, whilst the core is exposed, would extend further than the displacement of some of the rubble from the core into the area coloured yellow on drawing where it could be allowed to remain. The construction of the breakwater would be fasilitated and it would be an easier matter to form the mound to its proper section or to make good any displacement of rubble caused by storms.

The Contractor is prepared to carry out the work in the manner above described without extra charge on account of the hand-deposited stone and I therefore recommend that the slight modification in the design which I have suggested be sanstioned. I do not anticipate that the Consulting Engineers (Messrs. Coode, Son & Matthews) will raise any objection to

it.
